Were you fishing the Samish? If so, wasn't there a no stationary gear rule in effect due to the jig-plunking snaggers?

Was fishing on the hump a few years ago.....was float fishing for kings in a meat hole...lots of flossing...anyway....was watching the float go by and set the hook just as the gamie drove in with his truck. He pulled up right behind me on the sand and even said hello as I was fighting the fish. The big ol king rolled and you could see the hook right in the meat where the pec fin met the body....it was clear as day! Anyway...I'm trying to bring this fish in and when it gets close I hand the rod to my buddy and tell him to keep it steady. There wasn't much bank to stand on let alone get the fish in shallow to unhook it without it coming out of the water. I got in about up to my waist and got the fish unhooked and set free without breaking the removal from the water restriction. Got it done and sloshed out of the water. Gamie just smiled and said he hope I had some dry pants and drove off.
My guess, based upon his non-answer of my question, is he was fishing the Samish. I think the Samish had a regulation that said your gear had to be moving. That was intended to stop people from plunking their jigs on the bottom and waiting for a fish to swim into their line. They would then snag said fish. He was doing the same thing, only with a glob of eggs (but maybe they pick eggs up out of the mud better than jigs?).
It would only help so much. I have about 5 pairs of waders and they all have leaks.
