Then why are ORV's allowed on FS roads in other states?
MT, ID, WY to name a few. 

Because those states aren't anti ATV like Washington is. Those states see the revenue that ATV's bring into them. We stayed in Wallace Idaho for 6 days riding because Washington State and the people here are too far behind with progress. We rented a room, ate out, bought gas, went on gondola rides, drank, mine tours, shopped locally is why. If Washington State would pull their heads out of the hole they're stuck in, it would help the economy. We're going again in August to Idaho for the same reasons. Wallace just had a week long ATV jamboree in Wallace. People from all over go there and spend thousands of dollars, Washington State, oh no, can't ride an ATV anyplace, might hurt a blade of grass that was run over by a bulldozer a week ago.

A lot of the problem is local district rangers who are greenies. 

Many areas in Idaho you can ride on any road in the national forest.

FYI - Last year Stevens County passed an ATV ordinance. You can ride any county road in our county, including county roads through the forest, but don't take the side roads in the forest unless they are open for ATV. I am hopeful for a better policy on Colville Forest.

Campmeat im jealous.  Someday I will get to Wallace!  Wa. is full of greenies against any recreation.  I cant believe they haven't went after horseback yet.  I hope your right about Colville Bearpaw.

Yeah, and think of the $$$$ that can be brought in to small towns (like Wallace ID) if ORV were legal to ride on FS roads. Areas like all up and down Hwy 410, Cliffdell, Green Water, Nachese, etc can get more $$$ from visitors to the area.

I know my clubs have worked for years trying to get a law passed for us. There has been a lot of in house challenges between the offroad community to satisfy each of the clubs wants. Puget Sound groups want different things than the eastern side groups. It's been difficult and we're happy we came to an agreement with the state over this.

Ive been following this thread and I looked at the bill that was signed, my issue is this: It talks only about 4 wheel (ATV)(ORV) all through the bill, what about my 6 wheel atv ?? Guess the bill has to be re-written now

You have to buy an ORV state issued sticker, to be legal, but they are not STREET legal as per the USFS rules. The state is actually screwing us over when you buy your ORV. They make it look like you need the sticker to ride it. You don't on private property. ONLY if you take it off of your property from what I understand.

Still doing all I can to keep these infernal contraptions out of my local NF.      Thankfully our new Secretary of the Interior will not be expanding opportunities for further resource degradation by the gross misuse of orv's.
