Because the FS area managers in those areas/states say that they can be used there. The USFS is managed by area, like the Wenatchee/Okanogan national forest. the managers of those forests can decide the rules for their forests as they like, for atv use there is no nation wide forest service rule.
Then why are ORV's allowed on FS roads in other states?MT, ID, WY to name a few.
