They are talking about the original permit sale - it is sold by Weyerhouser to "one person or legally-married spouses". That basically means that a church group can't buy the permit and let everybody use it at once or in turn...As timberstalker points out, it does explicitly say that you cannot transfer it, ie., no re-selling...
