I sent in the application after a few back and forth informational emails. It's not too difficult and lots of things qualify you for the handgun portion - active duty, NRA handgun course, OR state approved course, NRA Range Safety Cert. (which I have), all meet the training requirements. They give out of state only to the adjacent WA county. For example, Multnomah Co. only issues out of state permits to Clark Co. residents. You have to have a good reason to need protection and 2A isn't good enough - travel through the state quite a bit with valuables, fear for family's safety/personal safety, late night trips, etc.Any alcohol-related arrests, domestic abuse, restraining orders, felonies, less than honorable discharge, theft, or any violence on your record disqualifies you.I'd prefer not having to get one at all and still be legal, but it is what it is. The cost is $65 for a 4-year permit and then $50 for renewal.
