Special elk permits question

So I got 3 cow points and 4 bull points some people I know are telling me to apply muzzeloader to get a cow tag in January cuz lots of local units are a low avg drawing points like 4 and 5 points last year to draw a cow tag so my question is what are people thoughts on what weapon is easier to draw a tag in I would be hunting westside and I don't have much time to hunt regular season do to work so trying to get a January tag so is rifle or muzzeloader easier to draw a tag in for cow

There is some punctuation missing. By last year, he meant 2013.
Gathering is easy. Hunting is a challenge.

Your odd to draw any particular hunt will be determined by how many people put in for the hunt and how many tags are given out.  Compare the areas you want to hunt in the different weapon types and that should give you an idea of you odds.
