What unit? How do you think it will increase the quality of the hunt?
If you're talking about the St Helens tree farm, it didn't sell out, but they had a deadline to purchase permits. They had 15,000 permits available but only sold around 4,000. I'm not sure why they feel there needs to be a deadline? Vail and Pe Ell both sold out in minutes. So if you want one of those next year you better be quick.

The amount of people that are limited to go into the gate. In the past, it was opened for rifle hunters to drive in. This year, it appears the only way in is with a permit and a key. With a limit on pressure, I am simply guessing that the quality of animals and hunt will go up. At least that is my experience in areas that you have to mountain bike into. Less people, less pressure usually means a better hunt. Have you had any experience with the permit system? If so, was it a positive experience or negative and why? More people, less people, etc.
