Transfering a handgun person to person?

With this new *censored* 594 in place how does a person sell a handgun to another individual here in the Great State of *censored*? I recently bought a T/C Contender for the 14" barrel & forend, I all ready have a T/C Contenderv and don't need an ectra frame & set of grips. I have the extra frame and grips SOLD but I can't do it legally under this new law that the *censored* drew up and passed. In went to ten FFL gun shops and none of them has any thing in their possesion that will let them do the transfer between me and the buyer.
So What are you supose to do? not sell you firearms?

These multi millionares alway get what they want, mean while the small law abiding smuck like me takes it up the shorts, NOT THIS TIME SMUCK BLOOM*censored*, GATES, PAUL ALLEN!!!

Go to a dealer or FFL that can run a background check on the potential buyer.

Washington State DOL can NOT GIVE YOU LEGAL ADVISE, they say you need to contact your local Law Enforcement, which I did earlier today. They have nothing they can do. There is NO DIRECTION, does any one know for a fact what's going on? I doubt it, but a couple of you guys are going the GAY WAY. Isn't that defamitory? Other forums you'd be banned!!!! I'm far from gay, that isn't right.

Hey man, I was just letting you know how you can legally conduct a transfer under I594 in this progressive utopia that is WA.  If you don't want a dissolution after the transfer, that is up to you.

For one one of the exemptions of that dumb law is between a spouse or signicant other which is what that would be so saying do a gay thing which in no way is calling you gay or other person but legall claiming that do do the transfer then anull it or what ever after is what they were refering to.

This just shows you how stupid this law is for you've obviously went to the legal authorities looking for legel relief on his and met a brick wall so either forget it do as bob said have the guy do a background check or go beyond any prying eyes and make it.
go to a I will not comply rally which one is set for Jan 15th and make the transfer

I have a hard time believing that any FFL would turn away business for a transfer background check. It may take a while, but maybe you're not asking the right questions.  Maybe we should start a resource here on HuntWA of FFLs around the state who would do the proper transfer for a fee.

You point out an interesting issue.  I couldn't find any mention of parts in the rules.  The grips should be salable to anyone, they are not considered a firearm.  The frames are considered a firearm by both the ATF and the USPS, so I think 594 would apply.

Touchy subject, but because it's not spelled out, I would imagine that the transfer would be necessary with the part that has the serial number on it. In the case of ARs, the lower with anything attached.

I594 defines a firearm as follows:

' "Firearm" means a weapon or device from which a projectile or projectiles may be fired by an explosive such as gunpowder. '
