Anyone can have them shipped to there house here in WA. I have had 7 shipped to me in the last 2 months with no ffl from various companies. Stein I think the part you might be missing is that according to the ATF and the Government a ML is not a Firearm except for those that have the ability to use smokeless powders.

A ML is a firearm under 594 just as flare guns for your boat, concrete nail guns that use 22rf blanks, and some fireworks are also "firearms" as defined under 594.
