You can also use FEDEX and UPS for guns too. As far as I know, no FFL is needed to ship a rifle or handgun. carp, correct that statement if I'm wrong.

I only see an exemption for antique firearms produced prior to 1898.

"Firearm" means a weapon or device from which a projectile or projectiles may be fired by an explosive such as gunpowder.

All firearm sales or transfers, in whole or part in this state including  without  limitation  a  sale  or  transfer  where  either  the purchaser  or  seller  or  transferee  or  transferor  is  in  Washington, shall be subject to background checks unless specifically exempted by state or federal law.  The background check requirement applies to all sales or transfers including, but not limited to, sales and transfers through  a  licensed  dealer,  at  gun  shows,  online,  and  between unlicensed persons.

A muzzle loader does not require a background check. Anyone can have them shipped to there house here in WA. I have had 7 shipped to me in the last 2 months with no ffl from various companies. Including one of our sponsors muzzle-loaders.com who does it for a living. You can read here if you like.

I just posted the law, everyone can choose whether they follow that or not.  I-594 defines muzzleloaders as firearms and the law relating to transfers, it doesn't matter what a seller's website says (which also mentions: "As a disclaimer, please check your local ordinances and statutes to ensure compliance of all laws.").  It is a new law and the out of state vendors very likely may not be aware.

If you are aware of an exception in the law that I missed, please post it as I am thinking about buying another one as well.

I think the part you might be missing is that according to the ATF and the Government a ML is not a Firearm except for those that have the ability to use smokeless powders.

The ATF and Gov'munt may say one thing but WA state law under 594 says another. A ML is a firearm under 594 just as flare guns for your boat, concrete nail guns that use 22rf blanks, and some fireworks are also "firearms" as defined under 594.

The state "gov-munt" is just choosing to not enforce 594 for these items,...... so when do "We the People" get to start choosing which laws we choose to start obeying?

I just picked up a new muzzleloader from a dealer, no background at all. I did ask and they same you don't need one for a muzzleloader.

Everything you are looking for is on page 2, antique firearms background check exempt. Last paragraph at end of section 1. Definition of antique section 2.1

This is from the AG when the initiative was filed.
