Blue tongue in dogs

I noticed many dead deer this weekend in the Palouse all near water. Blue tongue!

I cant find much info if it can be passed by these gnats to dogs. Can anyone tell me?  I found 5 deer this weekend.

It is a ruminant issue, does not infect dogs
