I don't see the issue. It's easy enough to ghost point some years in some categories.
I think it should stay how it is in regards to this topic. 
If a high point holder cashes out multiple categories in a year it actually helps everyone else in the following years.

I don't care about everyone else, just me!!!!!        I get what you're saying, but most of us would prefer to have every opportunity on the board to draw a tag. We don't all get to hunt multiple weeks a year so we have to make the best of the opportunities we have.

Both my dad and Fisheral87 drew antleress and bull tags in the same season, leaving the antlerless tag unfilled and points gone. Its frustrating to me.

I would fully support an initial draw where you take the permit you want. If you draw multiple permits, decline the ones you don't want, and then have a second drawing. This would preserve people's points, and make sure that the tags went to people who wanted/could use them.

I don't see why this would be difficult to implement.

AND the state would collect for another round of application fees.  Seems like a win win to me, no more unused tags!  Simple

Meh. 

I drew five permits last year, and only hunted two of them.  I bowed out of the Alkali bull hunt about halfway through the season after a lot of miles, tire rubber, and boot leather.  According to the harvest report, out of 15 tags, only one of them left on an animal.  I went up to the woods, and filled my antlerless permit.  Overall, a much, much higher quality hunt.  Sure, I would have liked to have spread my points out a bit, but in a lot of cases I'd rather take my permits while I can.  You never know when you'll be hit by a bus.  Besides, I like to eat elk, and when the success rates for both permits are less than 10%, I planned on hunting both.

I don't see why this would be difficult to implement.

Given the history of WDFW's software vendors and how they can bungle even the simplest tasks, you might be surprised.

There is also the fact (as demonstrated here) that quite a few hunters don't want the system changed. That means you either (a) tick off a bunch of people who don't want a change, or (b) implement a dual system where some hunters can get multiple permits, and others can only get one. Now back to my first sentence.

I think it would be ez with alt selections, allow hunters to select "no thanks" if drawn and have the next in line selected (alt) get. sure processes would have to change and a hard timeline would be put in place...

again this would be ONLY for mult selects of same species..

I could go along with this if they also took away the ability to hunt general season if you draw a permit. Basically like Idaho does. Say you draw a clockum cow tag. That's all you get to hunt is clockum cow season. This would make people think about what they apply for. And would make sure all permits are actually used if that is the goal.

Happened to me last year. Drew quality elk and antlerless. Never stepped foot in the antlerless unit.

I drew Rimrock bull and an antlerless permit the same year.  Never stepped foot in the antlerless unit.

By the time the state finished implementing a perfect idea that every hunter liked; they would have found a way to screw it up so bad that all of you would be ripping up  your notarized  documents.
