I don't see the issue. It's easy enough to ghost point some years in some categories. I think it should stay how it is in regards to this topic. If a high point holder cashes out multiple categories in a year it actually helps everyone else in the following years.
Both my dad and Fisheral87 drew antleress and bull tags in the same season, leaving the antlerless tag unfilled and points gone. Its frustrating to me.I would fully support an initial draw where you take the permit you want. If you draw multiple permits, decline the ones you don't want, and then have a second drawing. This would preserve people's points, and make sure that the tags went to people who wanted/could use them. I don't see why this would be difficult to implement.
I think if it were an easy fix it would have been done.

Happened to me last year. Drew quality elk and antlerless. Never stepped foot in the antlerless unit.
