Just moved here, is this tag for archery a special draw or can I get an OTC tag? This state is super confusing on units

You can hunt Goat Rocks OTC archery or rifle, however if you are talking about the permit West Goat Rocks or Rimrock (can be in east goat rocks) then those are both Modern permit/draw hunts.
