I emailed the WDFW last week, they said April 20th we will be able to put in at the new site.

I would think the regs will be out in the next few weeks. Usually is anyway. But I find it weird that I got a email today saying they will be holding a public meeting to talk about hunting rules for this year. Little late for that isn't it?
Shouldn't they already be printing the regs?
Multi results better come out before the regs do
Season dates, the number of permits available, and so forth are drafted in the January-March timeframe based on population estimates and other inputs. The Commission must approve them before they can be finalized; the meeting always occurs in April.

And then I think the reg's come out a week or so after the meeting. As Bobcat mentioned in a different thread, the reg's are probably already printed LOL.

I'd bet money that the pamphlets are already printed, or at least that they're in the process and will be printed before the commissioners meeting next weekend. Or even better I'd bet a few bricks of 22 long rifle.
