Yep, I try to be very careful with reading and understanding the regs, but I would not go up against Bob.

So, "additional tags may be purchased at any time". My take would be that "any time" includes along with the first tag.

I have been buying all three tags before season starts for 14 years. This year included. But I do not buy them at Cabelas!
