Regulation pamphlet cover showing a young girl holding a rainbow trout
Looks like its got a fly in its mouth, I'm guessing Yakima River rainbow. I'd like to know what makes it a steelhead specifically.

I'd like to know what makes it a steelhead specifically. If you're walkin down the trail with that fish swingin from your stringer and bump into a warden, its a steelhead. If a cute little girl holds it up for the cover of the regs, its a rainbow. Actually, I believe it depends on the body of water and size of the fish. Kinda like lake washington's rainbow/steelhead and kokane/sockeye rule. The backdrop of the river and pristine tail of that fish does raise an eyebrow though. Probably why they cut it out of the cover shot.
