Taking someone else's property that a reasonable person would assume would be reclaimed by the owner at some point, even on public land, is theft.
Trail Camera thieves are scum! Not only do they steal a camera, but all the work it represents. I can't stand thieves!!! Sadly many hunters will do about anything if they have no fear of getting caught.
