I had a 16' Fiberform, pulled the bunk style seats and replaced with pedistal style. Wow did it make huge difference in the availible room one has to work with. It will be fun to keep tabs on your progress,  good luck!

You can get new cables and a helm on Amazon. 
Helm. That's what it was called. Great thanks. Don't mind dropping a few hundred into this boat. Some people see it as a waste but how many of us pay for entertainment? Pretty much everyone. I see it as the same thing, taking something from nothing or something that doesn't work and turning it into something that functions is probably the best entertainment and joy for me.

Well that’s an interesting statement.  I’ve owned more than few boats over the years and they have all had something like this in the steering system:

Yeah that's what it looks like on mine, plus I had what looked to be a single helm rotary steering box?  Like a. In this photo. Only seen a line in though, no line out.

Looked broken to me, had a piece on top snap off in my hand but I have no idea if it was of importance.. I'll have to get under there and actually mess with it this weekend.
I'll follow up with some photos to pick everyone's brains with.

Regardless whats been said in here I'm gonna gut this thing and start over. Including the wiring. Not much to it and what I need on it for my own desires is relatively easy. Just getting steering setup and a new throttle will be the just of the cost. Given the motor is in running condition. Looks to be but that really is the same as guessing what a book is about by checking out the cover.  Btw floors are fiberglass. Solid as a rock still. Transom does appear to be alittle worn. Might have to pull off the motor and do some reinforcing.

Replacement controls will be tough to find. There is an outboard junkyard I found some time ago in Olympia area. Don't recall the name. He sells used control packs for about $250each. No guarantees.

I'd make sure your rebuilt budget is about $1,500 if the motor runs good. Steering, electrical, tune up, wheel bearing kit, trailer wiring is gonna be at minimum $1,000. Add in new batteries, lights for the boat and trailer and you're getting up there quick without a couple hundred bucks in glue and carpet.

Seems rasonable.
Kinda how i look at it is spend 1500 on a boat setup ready to go and still probably works. Or i can spend that into restoring a boat and everything virtually new.
Found a helm on offerup for 40$ NIB
Confirmed yesterday that my helm is in fact broken. The throttle works but without a key it's useless.

Looks like you will need a new ignition switch.  They are about $20-$25.
