It is illegal in Washington to keep a dead head. So all these deadheads you see are  from another state

The law sucks for the normal guys but it is there to denture people from poaching animals and than retrieving the head later

Not to rain on your parade but it is also illegal to salvage a deadhead in Oregon. I recommend deleting this post. I too think it is a stupid law but understand why it remains in affect.
