. You have to get a waiver from a state certified emissions shop in order to spend the $150. We're not a certified shop so I don't know all the ins and outs...but I believe you have to make an attempt at repairing the problem in order to get the waiver. In a legit shop, you can't just pay $150 for a waiver.

It has never been legal to remove, tamper or alter no matter if you had to have emissions testing or not.A fresh air intake system is tampering/removing
