I called the Helena office and talked to a licensing specialist.  Everyone, and I mean everyone that purchased a point got a license (big game combo license).  The remainder of the licenses were then ran through a drawing with all those that didn't purchase a point.  somewhere around 3000 applicants weren't successful and all 3000 didn't buy a point. FYI

I believe that 75% of the General tags go to those with the most preference points and 25% are random draw.
That is the Wyoming system.  Not Montana.

That is absolutely how Montana conducts the drawing for general combo licenses.

Wyoming is 40% Special / 60% Regular with 75/25 split in each category.
