23 years ago I think?  But they also switched to the category system as well after that.

I have found the cure for the “waiting on special draw results” blues. Buy an out of state tag(s) that you would normally freak out about getting. That way you are so focused on that hunt the special draw is now nothing more than an afterthought.

That's been my go to for the last couple years. My main method last year was to have a baby on the way, that worked like a champ. Everyone go get your wives pregnant, you will need to be reminded by your buddies that the draw was run, and you'll find a big fat SELECTED under Quality Bull
