There are people hunting elk with modern firearms within the boundaries of that GMU one way or another.

At first I called BS on it, but I've been dwelling on it.
The last 3 bullets of the Hunter orange section "Hunter Orange is NOT Required" reads as an exception to all of the sections before it. So if you are hunting in a Muzzleloading or Archery only season with said tag you do not need to wear orange even if there might be other seasons going on.
