What is wbf?  What is the study looking to determine?  Is this one of their collared bears?

WBF = western bear foundation,  they don't seem to be operating or funding anything in WA.  Too bad, we could use them.

ABOUT THE WESTERN BEAR FOUNDATION
The Western Bear Foundation is a 501(c)(3) non-profit that operates in the Rocky Mountain West. We are dedicated to the protection & development of bears, bear habitat, & bear hunting in the Western United States.

The WBF was developed primarily out of a lack of support for the bear hunter & black bears in Montana, Idaho, and Wyoming. Secondly, due to the overwhelming success of the grizzly bear recovery it is essential to study & better understand the black bear & their habitat, more importantly how the black bear can co-exist with a much larger predator in the grizzly bear. The recent success of the grizzly bear has also created a management issue and more importantly an opportunity for sportsman/women in Montana, Idaho, and Wyoming to hunt this remarkable species.

As we move forward as a respected organization representing all that it is bears in The Rocky Mountain West, It is our vision to leave future generations of sportsman with a better opportunity to share and grow our hunting heritage.

Western Bear Foundation used to be Yellowstone bear foundation or something along those lines but they recently changed the name in hopes of encompassing all western states with bear populations. 
I listened to a podcast with the director on as a guest and he did mention they were getting interest from folks in washington about possibly starting a chapter here.

Just a little more background:
Company Overview
We are currently Incorporated as a legal Non-Profit in 3 States: Idaho, Montana, and Wyoming.  We will be involved in legislative issues concerning bear hunting, bear management, and habitat management.  We will also be very proactive in the delisting of the Grizzly bear and the regulation of them through organized state managed Hunting seasons. 

Another major issue we will be addressing is the lack of research done on the American Black Bear in our 3 states.  With the proliferation of the grizzly bear in the Yellowstone Ecoystem we feel we need to see an in depth study of the Black Bear, Its habitat needs, effects of hunting, probability of increased or decreased populations, and more specifically how the Black Bear and larger Grizzly Bear are co-existing in a shrinking habitat.

We will also be very diligent in education the public on Human bear conflicts in an effort to limit state money spent moving and killing problem bears.  This would also ensure more bears for hunting opportunity. There are many programs we would like to get involved in at the state and federal level...We also feel that youth is so very important in our hunting heritage and ensuring a future for them is of utmost importance.

I heard on the bear hunting magazine pod cast they were opening a chapter here in Washington.  I’m hoping they do and would like to get involved

I saw on Instagram that wdfw is starting to do some actual bear population and density studies with barbed wire around bait sites.
