If not drawn how easy is it to buy your deer is there plenty left over
Very easy. Drawing deer is basically irrelevant since they generally never sell out of multi deer.

No on Elk, with 5 points. Can anyone explain why the state waits until the end of July to offer any surplus tags, when this is after the deadline for special hunts? Would seem like a better option to give anyone selected 30 days to pay, then offer them up.

Which I think is dumb, if you don’t plan on buying it don’t apply. They should make people front the money.

I second making people front the money but I suspect that would cut down considerably on the "application fee" revenue stream so it will probably never happen - I got selected for deer again, last year was the first year I didn't get drawn but I bought a leftover in August.

I drew elk with 7 points.  :)
No deer, drew one last year, so no points.
