It would be nice if they didn't include problem cougars that were killed by WDFW to the quota.
Can Inslee still veto this like the last time or is it set in stone now?

You don't have to have a tag/or tag a problem cat killed on your own property. If you don't have a tag, they remove it, if you have a tag, you can opt to tag it and keep it and then it may or may not be counted against the quota.
