Old School Reloaders - What is it?

I found this gizmo in a bunch of reloading stuff I got from a dead guy, so I couldn't ask him what this thing is.  Do any of you know?  It appears to have a decapping pin on it and maybe a bullet seater?  The rimmed holes don't seem to hold any cases I have (assuming pistol) and both are different sizes.  I found some references to the company listed on it, but nothing real specific.  They are (or were?) Sampson Machine Works in Costa Mesa, CA.  Any ideas?

Adventure.... are there any patent numbers on it?    I see that company has large modern machinery for "eyelet transfer"  , may be related who knows

Thanks.  That's definitely it.  Looks like it might be missing some of the hardware, but I'd say that's a winner.
