You guys rock! I fancy myself a pretty solid angler but I don't fish much and 95% of my trout fishing was always rivers or mountain lakes. The big water is a bit out of my wheel house.  If I don't know something I defer to the pro's (you guys).

I limited out Sunday and rainy Monday lighter than usual bite. I would say they are still biting.

We've found this cold weather is the best time of the year to catch fish. Not the most comfortable though. As another poster mentioned, be aware that many of the bigger fish we hook are redbands or have adipose fins. If you fish where there is easy access seems the wardens are also out checking more this time of year.  Obviously from the posts, all types of baits and methods work so just go prepared to experiment a bit.

Cold weather is the best.. It was 2 below when we caught the fish in these pics. 15 fish in 45 min.A liberal dose of Lamprey Oil seems to work pretty well. I found a source for Lamprey Oil up in B.C. The trout love it.

Both.  They make quite a fillet for a trout

Powerbait 4 ft leader, 20ft water,I use a 2nd rod with slipboober threaded night crawler. 12ft catch fish on both.

I fillet them and BBQ.    Sea salt, pepper , brown sugar rub about an hour before the bbq. I found a way to fillet the pin bones and have a completely boneless fillet. Put the fillets in a wire basket so you can flip them without the fillets falling apart. Soaked cedar shavings close to the flame on the bbq..Trout Candy.

Can someone help me decipher retention limit rules for Lake Roosevelt? for example: "Little Dalles power line crossing upstream 1.7 miles to marked rock point CRC (549)"... Searched Little Dales power line on google and it took me to Dalles, OR everytime. Specifically interested in waters upstream of Hunters. Which section of regulations cover that area? http://www.eregulations.com/wp-content/uploads/2020/06/20WAFW-VLR6.pdf - page 96.
