Wa 2021 printed hunting regulations

The man in brown just dropped two boxes of the 2021 hunting regs off at the IGA in Rochester.

Any idea why migratory bird is late?  Why dont the new e-regulations have the updated 2021-2022 regs loaded yet when the old ones expired July 1? Can someone ask wdfw why waste my tax dollars on a new online e-regulations format if it is just as slow to update as getting paper regs printed!
