Hoof Rot in Turnbull?

Has anyone found any limpers in the Cheney area?
Finally caught up with a friend and discussed last years hunt.  He tells me he harvested a cow during the late muzzleloader season.  He remembered seeing a limper a couple days prior.  He harvested a cow and sure enough it was the limper he had seen.  He sent me a couple pics of the hooves and it sure looks like THAD to me.  He says he called WDFW straight away and they took the hooves from his cow and his fathers that was shot out of the same group to be sent off to WSU.  Apparently they did not want to confirm that it was THAD, said it was more akin to general hoof rot in beef cattle.  Seems like they were trying to sweep it under the rug.  This is very close to the fences at Turnbull as they have access to lots of private property near the refuge.
I can attempt to upload pics if anyone is interested in seeing them.

I see elk pretty regularly, and haven’t noticed any limpers. Doesn’t  mean it’s not here but I haven’t seen it.

I’ve seen many hooves just like that in the Mt St. Helens herd. Sad

I ran into a lone cow elk limping this spring during youth turkey. She wasn’t applying any weight to her front left hoof. Close to fish trap on my property. I don’t know if it was an injury or hoof rot. I have a bunch of trail cam clips of cow elk and calves from last summer. Great calf to cow ratio with no limpers seen in any of my videos.

Lots of chatter about herbicides being the potential cause of hoof rot.  Not sure of the forestry practices in the Turnbull but am thinking maybe they don't include said herbicides.  Thoughts?
