We have about 50 million laws on the books, If they didn't want you to do it they would make a law spelling it out. If it is a legal hunting method and you are in a legal to hunt area and there is no clear law telling you "don't do that here", then I think you should go ahead and do it.  If you can find the regulations for recreational use of that wilderness and nothing that would say don't bait, then Go For It.

I believe baiting is not legal in Forest Service areas.

well then the thousand guys in 101 hunting late archery deer are breaking the law. There are hundreds if not thousands of bait sites in 101 come november. People camped all over with bait sitting out at their camps. I have seen fs and they have never said a word to me or anybody I know. Thats just 1 unit. People baiting all over fs in WA

It's amazing how much bait hits the ground in November in 101. Always love the corn pile and ground blind 50 yards behind camp too
Kindly do not attempt to cloud the issue with too many facts.

For what it’s worth, I’ve had problems getting elk to come to alfalfa unless there is snow on the ground. If there’s other feed around, it doesn’t seem to be their favorite or they don’t seem so eager to sniff it out.
