Looking to hopefully clarify that these will no longer be legal or able to Purchase and have delivered???

Hard to say… there’s a thread just below this regarding stripped lowers and the ability to buy upper parts. It’s all to be determined at this point. I’m sure the state’s interpretation of this will be to outlaw upper parts also. As there is some wording in there about “parts and the assembly”. But how to they regulate an unserialized item?   :dunno: Buy now is safest bet. Worst case buy them OTC across state lines.

Language mentions importing or manufacturing, whether putting a lower together and adding an upper is manufacturing or if that applies to the actual production of the lower is anyone's guess.  As noted, there are a bunch of definitions that aren't used in the body of the bill.

As of 12:05pm today they can still be ordered. A few minutes ago I ordered multiple upper kits from Palmetto. They should be delivered by Friday. Now the lowers I already had will be complete.

Maybe under section 23. if they consider the act of assembly as being equal to construction in their definition?

"(23) "Manufacture" means, with respect to a firearm or large capacity magazine, the fabrication or construction of a firearm or large capacity magazine."

95% most likely you can still buy anything you want except the lower. But there is still a chance this law won’t get passed. If an online store will sell to Washington buy it.

I’ve been wanting a bear creek Arsenal 223 wylde upper in 18-20” rifle length gas system for a coyote set up but really can’t spend the money at the moment but may have to if I want it.

 I think it is a little gray... but most if not all mail order places will not ship to washington after this, some have already stopped. I thinks it unlikely you will find a store that is selling parts either... look at the trouble Federal Way Discount has going.
