The land owners and livestock managers named in the proposal want nothing to do with the aerial gunning. It seems that an aerial gunning operator worms his way into contracts.

I know a guy in Winnemucca that works for the gubment flying a sharpshooter around. He said the guy is crazy accurate from an airplane.
