This conversation always starts and seems to focus on marijuana. A single item, while the remainder of the question covers thousands of items. Legally alcohol is defined as a depressant, tobacco is a stimulant.

Criminal habitual, medical habitual, recreational habitual? I'm sure that those that review laws and create laws are some form of a habitual user of some form of drug that could be considered detrimental to sound decision making.
