decoy legal usage question?

A friend i are trying to decide how to read this

–Place waterfowl decoys on lands or waters
controlled by WDFW except as authorized
by permit of the director, on days closed to
waterfowl hunting on department owned or
controlled lands, waters, or access areas.



Does this mean if it's not a goose day you can't set some goose deks out as confident decoys or to shoot pictures with your camera???

I feel some of the rules have quite a few shades of grey. It's kinda hard to understand sometimes. I probably wouldn't set up goose dekes on a non-goose day just to avoid the possible headaches. You might get a cool warden who would understand.....or you could get a *censored* who would say that you are targeting geese on a non-goose day using the excuse of confidence. You may find a loop hole, but it might cost you too

It is not species specific. You can set goose decoys out when duck hunting because it waterfowl hunting is open. However on Non waterfowl hunting days you cannot set any decoys out even for the photo op moments.
NOW that is good information, because I was going to do just that this spring to get some photos. Can you call in the spring to attract geese and ducks for photos? How about my confidence Herold the Herron, can I use him in the spring?
Good post...this is something that I never would of thought of as being illegal.
