I think a land owner can shoot one if they are causing property damage. I know of cattle ranchers who have shot them for digging big holes.

My dad and I were shooting Prairie Dogs in Wy one year after a pronghorn hunt.  we would shoot one, and a badger would come out like a bat out of hell, snag the dog, and haul it back to his den.  he must have done this a half dozen times.  he would wait for ht shot, and the come out like greased lightening after his prize.
