Well, that does help clarify it. In this instance, he should be able to exchange the license if he gets it done by tomorrow at the latest. You better be calling right now! I wouldn't try to get a hold of anybody tomorrow.

I feel sorry for anybody at the WDFW who answers call from the public tomorrow!

     You applied for a special permit so you cannot exchange your tag after 5:00 PM on May 26th. (tomorrow)

This is the rule posted previously:

The Refunds/Exchanges paragraph incorrectly states that “Exchanges of hunting license
documents will not be made after the general season begins”. This should state that “Exchanges
of hunting license documents will not be made after 5:00 on May 26 for those applying for
special permits or after the general hunting season opens (Sept. 15 for modern and muzzleloader
tag holders and Sept. 1 for archery tag holders)”.

Again... did you call yet? If not... 360-902-2464   They're really nice down there, don't be afraid to call and talk to them.

I know for a fact that once te drawing takes place you can not change your tags, 2 years ago i applied for rifle elk permits and didn't draw, i had to go to work in montana during the rifle season so i wanted to switch to muzzy, got a no vote... Didn't hunt elk that year. I called everybody that would listen and every response was "did you apply for permits?" Answer was yes, so there answer was no.

i don't know maybe its changed so you can't now but i know in the last few year it has worked so who know  i guess i will ask him if he does not draw a rifle tag

I had to change my archery elk last year to modern due to an injury.  Luckily, I had forgotten to apply for any elk tags because they said I could not have changed otherwise.

Why don't you know? Do you not read the others posts, or do you not believe the WDFW regulations which were posted?

I DON'T KNOW BECAUSE, I KNOW LAST YEAR FOR A FACT IT GOT SWITCHED FROM RIFLE TO ARCHERY BEFORE THE SEASON AND IF HE DOES NOT DRAW A RIFLE TAG HE WILL DO THE SAME THING AND THEN I WILL KNOW WHAT TO THINK. JUST BECAUSE THE REGS SAYS ONE THING DOES NOT MEAN THERE ARE NOT SYSTEM ERRORS THAT PEOPLE GET A TAG WHEN THEY SHOULD NOT OR GET TO DO SOMTHING THAT IT SAYS YOU CAN'T.
FOR EXAMPLE I DREW A DOG TAG LAST YEAR THEN IT SWITCHED TO BOOT TAG THEN SWITCHED BACK TO DOG TAG THEN BACK TO BOOT. I SPENT HOURS ON THE PHONE WITH THIS AND NEVER GOT ANY WERE THE SYSTEM DOES SOMTIMES MAKE MISTAKES. CAN I BE MORE CLEAR.
JUST BECAUSE IT SAYS IT IN THE REGS DOES NOT MEAN THERE CAN'T BE MISTAKES.

As I said before, if this guy is really exchanging his tags every year, he either has a "friend" in the WDFW or he just happens to go to a clerk who does not know the rules. But as you can see from the replies on here, a few people have tried to do just what you are saying your friend does, and they have not been allowed to do so.

i know he is telling the truth because i check his results for him and then tell him and have seen his archery tag first hand must be magic maybe he is getting a clerk that does not know what they are doing. and no friends in wdfw for sure we are honest guys and would not cheat the system like that. even though i realy would like a sheep tag

Actually, I find the more I post, the less time I have to read others... 

I wouldn't yell at Bob33...he seems to know more about Game regs and processes than just about anyone on here...
