At least for the Chelan County area, I've been told that the does start moving down the first week of November, even if there isn't any snow, and of course the bucks follow because the rut is just beginning at that time.

There are a lot of factors involved, not just snow.   Breeding season being the next big factor.   Deer will migrate down, breed, then head back up.   if it snows two feet in September, they don't just pull anchor.  That brings us to daylight which is what triggers every animals clock.
