That question has been asked and answered in several other threads. Just do a search on training collars.

I have the tritronics
http://www.tritronics.com/sport-upland-g3-exp-new.html
no complaints, USA made. It is a 1/2 mile transmitter though, if you need more range get something else. I work my dog on pheasant/grouse and have never been out of range.
If you havn't used a shock collar before its probably not what you think it is, read up on them and use them with caution. Think of it as an invisable check cord.

Tritronics have proven themselves to make the best e collars in the business. Just make sure you use it to enforce commands the dog already knows, not to punish them or teach them something new. An e collar is a great way to ruin a dog if you don't know what you're doing.

there are a ton of books, dvds and even youtube vids out there. Start with some youtube vids, some books or join a busy 4m like gun dog forum
http://gundogforum.com/forum/index.php
If you got deep pockets then find a good trainer in your area, or heck join a local bird dog club.
Its a lot of commitment to bring a pup into a good bird dog, and a whole nother ball of wax to bring it to competition level.
me, I'm still working on the good bird dog part
