which tag elk? cow, bull, quality?  you are going to need to be in the best shape of your life to maximize your hunt.  There is a good amount of public land but it is steep! and not alot of access points.  The tribe took a bunch of big bulls out of this winter so the quality is going to be down a little.

OK, I see, so the Grande Ronde permit is from the "Bull" category and the Peaches Ridge is from the "Quality". Same season for both. So which one do you think you're going to hunt?

not to much hunted peaches ridge in 2004. grande ronde i no nothing just seen only had one tag and put in new it was steep

If it were me, I'd concentrate on the Peaches Ridge hunt. I suppose you can use the Grande Ronde permit to fall back on if you don't kill a bull in Peaches Ridge, since the season does go four days after Peaches Ridge ends.
