Place to buy birds in the puget sound?

My dad is on his way home from SD.  He just picked up his pup from the trainer and he's looking for places to work birds by put and take.  Is there anywhere near the PS to buy birds?  When can you start training dogs on state land with birds that you put down?  Thanks in advance.

I forget his name but the guy in the bow department at the Federal Way WholeSale sports raises and sells birds... Mostly Pheasant, I think.

I am in the same boat, I have a 10 month old lab, I need to get on birds and I no longer have access for a pigeon traping.  If you can forward any info, that would be great.
