Interesting, managing wildlife populations is not the business of wildlife managers????Gives you something to really think about. I personally use all of my resources to make my hunt the most successfull that I can. It usually means: talking to folks, looking at data, looking at maps, talking to biologist in the area, etc. I try to cut down on some of my scouting time since I don't live near the areas I like to hunt.

The downside I would see to this is if they somehow survey the fish after the fishing season and think that those C&R-fake harvests are actually escapement fish. Not exactly sure how that works for determining the quota and limit.
