 I just saw that they have inner Elliot Bay broken out from the rest of area 10. That leads me to ask why bother with wild fish non retention for the rest of area 10, when guys can fish wherever and no one would know the difference? Kind of a joke.

If you keep a wild fish in Elliott Bay and then go out to Area 10, it is illegal to fish while having that wild fish on your boat. You would need to take it back to your truck before fishing in Area 10...

Hey, it's the WDFW, they can enforce anything they want whether it makes sence or not!  :P

If you are checked while fishing area 10 and have a wild fish on board, you will get a ticket. Most of the time you probably wouldn't get checked while out there, but I guess there's always a chance.

Just like they enforce everything else.  Most of the people are law abiding and won't break the rules.  There have always been closed areas near open areas, for fishing and hunting.  As an analogy, what keeps someone from shooting a buck during the late Chiwawa or Entiat season without a permit and saying they shot it in Swakane general season?  I fish those areas, and honestly don't think it's a huge problem.  Bottom line, most of the people are law abiding, care about the resource, and won't break the rules. 

BTW, while you don't see WDFW out all the time, I've heard of plenty of stories about them with optics watching for just that sort of thing.
