Decoys? PLEASE HELP!

Are you allowed to put decoys in the water and call ducks while not in Season, if you are not carrying a firearm?

Actually the regs say it is unlawful to place decoys on WDFW lands on days waterfowl is closed...sad...looks like I'll just be bringing my call and my waders.

It's on Page 19 under Hunting Restrictions of last years regulations.  I'm going to call the WDFW on Monday though and see if that is the spirit of the law.  I'd like some practice to see how the ducks work the deeks.

Just don't put the decoys on Game Department land and your good to go. The rules in the regulations only apply to WDFW controlled land as far as decoys are concerned.
