If it's a normal snow year you will be hard pressed to get up to the wilderness. Just saying...
Hunt the snow line, watch for tracks, etc. Not sure why guys have said the area around the hatchery is all private? Sure, along the highway and south of there. There's the Government Mineral Springs area, Falls Creek, the lower end of the 64 road, the Wind River valley. Lots of area that have local elk and also they will winter in these areas along with being on private land. You should have zero issues finding public land.

No worries.. Keep in mind what I PMed you.  That area I mentioned is very good if you can get into it before or even during, the exodus to their winter grounds.. If it works out, let me know.  RJ

send me pm, I had late archery cow tag last year and youd be surprised where the elk will be again a few weeks after rifle hunters have left. Due to last years awkward dry ice spell it was definitely hard to put a stalk on cows that have been spooked all season while crunching on frozen leaves. The only rain was the day before thanksgiving and that was the only shot opportunity I got on a cow and due to bad positioning I didnt take the shot but the rain definitely help mask my presence. BUT the 2 full weekends we ( me and my buddy that put in together) did hunt during the tag season we saw elk everyday and were able to get into shooting distance of bulls  almost every morning but never cows. the biggest bull I saw was a decent 5x5 ( decent in terms of this area during late season) and the others were raghorns but legal nonetheless

when it did snow those few times it sure piled up fast and I would have to blaze trails in my landcruiser to get back in there, without it we definitely wouldnt have been able to make it through the higher elevations as most truck tracks showed they just turned around
