Simple.  The second guy is carrying a sword.  Guys carrying swords around is not something that is normally seen.

Nope, not illegal..........just unusual.  Probably also in an area common for grow operations by illegal aliens.  Therefore, I'd conclude that he is likely an illegal alien drug grow operator.  Is it 100% sure that he is a bad guy?  Of course not.....but if I saw the guy walking around out there, I'd be inclined to report him and let LEO's deal with it.

Steve,  it's the sword but I also think just the fact that these pictures were posted, with no story. People are expecting there is some good reason for posting these and not providing any information as to location, date, time, etc.

If I carry my rifle slung over my shoulder in downtown Olympia, while technically legal, I would expect to be contacted by police because it is unusual.  Wouldn't you agree that whether a guy walking around with a sword in the country or a guy with a rifle slung over his shoulder in a city, that both are unusual and will likely draw the attention of police?  :dunno:
