I think the billys have a gland or something that leaves a black mark above their eyes and they're heavier mass. The nannys are spindly horned.

Hard to tell but I think 9" is about right.  Falcon may be right though it could be a nanny.  It is hard to tell but the horns look pretty thin from that pic. 

Weather looks miserable.

I think you are all being pretty generous with 9 inches. look at the ears thats the best way to judge them. there ears are typically 4 to fiive inches and those ears are more than half way up the horn. pretty thin horned

not a shooter in my mind. it might be a younger/smaller billie but really hard to tell. It looks like a familiar goat to me? Was it the one above Walupt lake?
