The bull is a Criptoid / Cryptorchid, meaning his testes never dropped. Its a genetic thing and has kept him sterile, this is usually self resolved after age 2, he must be a young one, it also makes their testosterone do weird crap. there ya have it folks

 Lack of testosterone, so the antlers don't harden and the velvet stays on. They also don't shed ,so I'm told. They just keep grown lightwieght antler and can grow some huge racks but more like sponge than bone. I hear most become winter kill do to the blood flow through the velvet dropping body temp.

The first buck i saw harvested was a cactus buck.  It had no nuts, but it didnt have velvet.  The antlers were a blueish color and softer than normal antlers.
