yes, the pass is only needed for parking in designated areas.
Northcoast, That was me you ran into. We BS'd in the rain. Holler at me sometime and we'll just take one vehicle instead of two, LOL.

Meaning that if you are parked on DNR land, you need the pass. There does not need to be a sign or anything else that says you need a Discover pass. If you're parked on DNR land without the pass, you will be issued a citation. ($99 fine)
If you are caught driving the fine is double.
