It is a gooberment agency after all.  Should we really expect anything to work right?  I'm amazed they do as well as they do.

I'd bet they'd have it done if it envolved a pay raise or better benefits.

Why does it have to be such a mystery? Why can't they just - oh, lets see - publish the date... Oh, and then have the drawing on that date. And then there's all the back door bs. I don't really get it.

I remember a lot of years, back before the point system, when you knew the exact time and day draw was being done.  Although back then the game department was as crooked as a hunchback lawyer.
