#4 Vibrax green butted Michael Jackson. I use this 90% of the time I'm fishing a spinner. Great for summer/winter steelhead. Springers and fall fish love em too, as do cutthroat.

1/4 or 3/8 oz Panther Martin spinner, I have one that is yellow with red spots and a silver blade that i have caught most of the aforementioned fish on.

For bait it would be fat garden worms.

Hook with a splitshot sinker and a worm.  Anything eats it and, at a minimum, you can catch bait with it.

Me too. 
As long as we have the habitat, we can argue forever about who gets to kill what and when.  No habitat = no game.
